Lukomsky was born in Polotsk, province of Vitebsk, in 1906. In 1930 he finished Moscow Art School. From 1929 he took part in art exhibitions. In 1932 Lukomsky became a member of the Artists Union of the USSR, in 1942 – the Grekov Studio of Military Painting. Lukomsky took part in World War II. In 1942 he visited Stalingrad, then worked in besieged Leningrad, and took part in the storm of Berlin. He was decorated with the Medal for Battle Merit, the Medal for the Victory Over Germany in the Great Patriotic War 1941–1945, and other rewards.
